Cannot download - button greyed out

in Oracle Weblogic Server (MOSC)

I'm admin and have rights to download all. Why are the weblogic 12.2.1.4 patches for April 2026 have greyed out buttons that are disabled? I see a mouseover message that says I don't have privileges. This is not true at all. I am admin.
