Skip lot functionality working as expected

I defined all set up related to skip lot functionality in Quality module as per expected behavior while receiving system should skip lot while inspection for example as per set up Number of lots value is '1' and number of lots to inspect '1' then for first receipt inspection should be done but for second receipt it should skip inspection but this is not happening as expected

Any help is greatly appreciated
