dbsetup.bat not opening for latest Primavera P6 EPPM 24.12.14.0 patch

in Primavera (MOSC)

I unzipped p39204961_2412000_Generic.zip and then unzip P6EPPM-2412140.zip as I always do when patching P6. However, when I double click dbsetup.bat under P6EPPM-2412140\P6EPPM-2412140\database, nothing happens. The cmd prompt briefly appears and closes. When I open a command prompt and run dbsetup.bat from there, it quickly closes the command prompt.

I deleted all the files and downloaded the patch again and had the same results. Anybody else experiencing the same?

I'm running Windows Server 2019 64-bit. Java and Weblogic servers are on the latest patches released at the same time as the P6 patch.
