WBS Summary

in Oracle Primavera Cloud (MOSC) Question

Is a WBS Summary item required to be within the same Project as the WBS it is summarizing? According to the Warning message, it sounds like it can be in a different Project. I created the WBS Summary item, when I assigned it to the WBS in the other Project, it moved the item to the respective Project. I tried to Cut and Paste back to the original Project but it re-assigned the WBS Summary to the WBS location I pasted it to. Is this an error that needs a SR or an Idea I need to submit?
