Should eProcurement requisition line comments don't populate purchase order line comments?

We are using PeopleSoft Financials/Supply Chain 9.20.042, we are upgrading to 9.20.055
Tools version 8.61.13

We have found that comments entered on eProcurement lines are not getting copied to Purchase Order line comments.

The comments get copied before the upgrade.

Is there a setting that we need to update?
