unable to start Essbase applications after EPM 11.2.25 release update

All other EPM .25 products up and running, Planning starts, Essbase service starts, Essbase Weblogic shows essbase_server1 and eas_server1 'running'.
But in /essbase/jet unable to 'Start application' fails, Fatal Error : Server aborting

from essbase_server1.out log file:
attempt to connect to database failed with error [[Oracle DataDirect][ODBC SQL Server Wire Protocol driver]The value specified (D:\Oracle\Middleware\oracle_common..\essbase\modules\oracle.essbase.datadirect.odbc\8.0.2\Drivers\arsqls28.dll) for connect option 'DRIVER' is disallowed. Please check the user]

I did follow everything in .25 readme editing the ODBC802.reg and having modified the odbc registry entries from 7.1.6 to 8.0.2 and all paths look correct.
