Error while launching Inquiry Payment screen from ECC Payables Dashboard

ECC Payables dashboards are available to users with a custom responsibility that does not have Payment 'Entry' privileges, they only have Payment 'View' menu.

Clicking the 'Scheduled Amount' link from ECC Payables dashboard is erroring out with a message 'Function not available' to the responsibility. Users with Payment 'Entry' will work fine.

I noticed that the Hyperlink in ECC is going to the following

/OA_HTML/OA.jsp?page=/oracle/apps/ap/ecc/webui/APECCTableActionsPost&mode=MultiPay&fromPage=SupplierBalance&PAYMENT_SCHEDULE_ID={0}&INVOICE_ID={1}

How can it be changed so that users with Payment 'Inquiry' page will be able to open the form in EBS ?
