Oracle EBS OAF/Web HTML Pages Fail with “Unable to execute function”

Dear All,

We are using Oracle E-Business Suite with DB version 19.30 on Oracle Linux.

We completed an Oracle EBS Release Update from 12.2.14 to 12.2.15 following Oracle note “Oracle E-Business Suite Release 12.2.15 Readme KB857116’’

After applying the patch and completing all adop phases successfully, we tested both Java Forms and OAF/Web HTML functionality.

⇒Java Forms are opening and functioning normally.
⇒OAF/Web HTML pages are failing with the following Error:
Unable to execute function. (params=iaH.F7eMcCKysmEqz6SGSBmhahPOMjgMrnn2szPVYLY)

The issue is not limited to a specific module. Examples include:

Purchasing → Purchase Order → Manage Tax
Receivables → Customers
System Administrator → Generic File Manager → Upload Web Page
