WMS Multi Step Putaway Task at the time of WIP Completion

We are on Oracle on premise 12.2.13 and using oracle WMS and Oracle Process Execution for Batch manufacturing .

We have a business scenario where the batch is output to LPN and to a generic locator STAGE at the time of output. As we use VNA trucks which cannot pick from floor location we use AGV truck to pick and place the pallet from STAGE to intermediary rack location just in the front of the aisle from where the VNA truck can pick the pallet.

Requirement is for a WMS tasks to be generated once the batch output is done to STAGE locator , tasks to be generated first to the intermediary rack location in front of the aisle and then to the final storage rack location once the pallet is dropped to the intermediary rack location. I tried using n-step put away but it is a two step process and not more than two step. In this case first the pallet is output to STAGE and from there it is moved to intermediary rack location and then to final rack location within the
