Why are the release dates for versions 21.22 and 19.31 of WIN BP continually being delayed?

The schedule has changed multiple times—May 01, May 12, May 15, May 29—and now it seems it will no longer be April 2026 for the Windows patch, but June 2026 instead.

It is disappointing that Oracle is unable to provide a realistic and consistent release timeline and consistently misses the promised dates for the Database Windows BP.
