autoupgrade installs outdated DBRU Patch Version

On Linux Systems we observe this behaviour of autoupgrade with DBRU 19.30 and DBRU 19.31
Both patches were put on hold short after release and replaced one week later with a new version
We download the revised version of the patch, but autoupgrade installs the old version.

Step 1: download the first version immediately after release:
autoupgrade -patch -mode download
Step 2: create new ORACLE_HOME with the first version of DBRU
autoupgrade -patch -mode create_home
After release of the new version
Step 3: download the new version
autoupgrade -patch -mode download
the old version of the zip files were renamed by autoupgrade and the new version was downloaded
