Why can users cannot default grid views or query

Users have Default Grids and Queries shared with them. however, Users want to be able to create their own custom grids. One example is F4310||FCC0006 Form W4310A. I have created a custom grid view and selected it as default. It will not default.

Another example I created a custom Query on F43060||FCC0001 set my query as default but it defaults back to the default query. I have to select my custom query each time. Is there a bug or solution for this?
