Is there a delivered way to hide the Comments & Attachments button for bid factors (Not using PFC)?

All bid factors on the esupplier portal show the Comments & Attachments button event if the bid factor type is not attachments.

This caused confusion for vendors. They think every bid factor question must have an attachment, so they upload the same attachment multiple times on their event response. Buyers do not like this when download bidder attachments for analysis.

Is there a delivered way to configure that button to not appear that isn't PFC?
