Patch 39168284 – Readme File Download Fails with “400 Bad Request (Request Header or Cookie Large)"

Hi Team,
We are encountering an issue while trying to access the readme file for Patch 39168284 (WLS Stack Patch Bundle 14.1.1.0.260405) from Oracle Support.

Whenever we attempt to open/download the readme using the Oracle updates URL, the request fails with the following error:

400 Bad Request – Request Header or Cookie Too Large

This issue is consistently occurring not only for this patch but also for multiple latest patches across WebLogic Server 14.1.1.0.
