603 Decline from GTP Google

Hi Team,

I have two SBCs A & B

Version 4900 SCZ9.3.0 Patch 8 (Build 291)

I have the following issue

If call arrived from caller to SBC A the call goes to Avaya SM and them Avaya IVR MPP if the caller choose the the option to go to Google GT Conversational AI IVR

the Avaya SM will refer to both SBCs A & B

each SBC will send invite to Google GTP, that result two invite with same Call-ID arrived to Google GTP, then Google GTP will send 603 Decline and the call will fail.

I know this abnormal behavior should be fixed from Avaya SM to not send refer to the SBC B as it doesn't have the original call leg.
