Why iRecruitment Employee Candidate responsibility cannot see all candidates?

Hi,

I am working with EBS iRecruitment application and when logged in with iRecruitment Employee Candidate OR iRecruitment Employee, in the 'Candidates' tab I can find ONLY the candidates that the user created.

I cannot see all candidates in the database.

The profile associated with these responsibilities is View All Applicants, View All Candidates. Still I cannot view all records.
