Enable Attachments for a Responsibility R12.2.10

Hello,

I have 1 responsibility which cannot use attachments in a specific standard Oracle applications form (the paperclip icon is greyed out and not active) . I have 8 responsibilites which can use attachments in the same form. I have gone over the menus, functions and responsibilities but cannot find a difference causing the 1 responsibility to not use attachments. All other behavior between the responsibilities work the same.

Any help is greatly appreciated. Oracle Support did nothing but recommend reading the Oracle Developers Guide.
