PTO Model not creating parent Install Base configuration hierarchy

Is parent-child Install Base configuration creation supported for PTO Models, and what setup is required to create the parent kit instance and component relationships after shipment?

Steps to Reproduce:

1. Create PTO Model item and mark it as Track in Installed Base.
2. Create serialized component items and mark them as Track in Installed Base.
3. Create PTO BOM structure with components under the PTO Model.
4. Create and book a Sales Order for the PTO Model.
5. Pick Release, Ship Confirm and Interface Trip Stop.
6. Verify Install Base instances created after shipment.

Result:
Install Base instances are created for serialized components only.
