How to calculate the Average Manual Production Hours for an item in Discrete Manufacturing?

in Discrete Manufacturing - EBS (MOSC) Question

Requirement: Business wants to calculate Average Manual (Resource) Production Hours for an item in the same way in which Oracle calculates Average Cost of an item.

Purpose: The purpose is to compare the actual OCPH with the calculated OCHP based on the Average Manual (Resource) Production Hours.

Question: Is there any solution available in Oracle EBS R12 that can be used? If no, then any idea to fulfill this requirement is appreciated.
