E1:34 MRP Messages does po status gets taken into account? And damper days

having some concerns here where a PO is created, approved and printed and sent to supplier. Now for urgent demand requirement let's say addition of safety stock and/or new urgent interplant demand giving a B message as opposed to suggesting to Expedite this PO to an earlier date. Second part of the message for same item is saying to cancel this PO and O message to create another PO for a later date. Again here could have simply proposed to Defer to a later date as needed and not asked to Cancel is altogether as demand does exists so
