New Report is not pulling the template layout

in Payables and Cash Management - EBS (MOSC) Question

Morning

I have completed the development of a new report and have attached the template in XML to this report.

I am expecting the red circled template to appear when I submit this report through the application, but it is not pulling through

As far as I Can see it is set up correctly.

Any ideas??
