How to view only vacant positions when creating a vacancy

Hi,

When creating a vacancy based on position, the system lists all positions in the selected department.

How can we restrict the system so that user can view only vacant positions?

At Position level we have the checkbox 'Permit recruiting'. What is the role of this option?
