Got error testing 26-B patch 38928418 for IA Tax Data, Field does not exist -- STATE_TAX_DATA.EFFDT

We are testing Tax Update 26-B on HCM 9.2 PUM 53 / PT 8.61.17.

We are testing patch 38928418 STATE TAX DATA IOWA W-4 LABELS UPDATES FOR FORM 2026,

As soon as you attempt to insert a new EFFDT, on the initial FED Tax Data page, for an employee in IA, you get an error:

Field does not exist -- STATE_TAX_DATA.EFFDT. (180,104) STATE_TAX_DATA.STATE.FieldFormula Name:State_Spcl_WH_Tax_Status

This does not occur for non-IA employees.

Has anyone run into this and have a fix?

I have opened a SR, but that takes 'a minute' to get response. In my 30 years of experience with Peoplesoft, we have joked that you open an S.R, so you can fix it in the meantime!
