Dual UOM item couldn't be added to BOM, the only method is to apply patch?

The EBS version R12.2.9, we created dual UOM item, when maintained the dual UOM item as components to BOM, the error occurred.

APP-BOM-30006: The Bill cannot contain items tracked in two
quantities.
Please disable the existing bill /component if
assembly/component is dual uom controlled.
