Massachusetts and Michigan Tabs still Missing After Applying PUM Image 55 and Tax Update 26B

Hello, need your advise on this. We had already applied the main Tax Update before applying the two PRPs listed below. These PRPs were not included in the main Tax Update package and were applied separately afterward:

39343048 - PEOPLESOFT RELEASE PATCHSET: HCM - 05202026
39370454 - PEOPLESOFT RELEASE PATCHSET: HCM - 05272026

Could this be the reason why the Massachusetts and Michigan tabs are not appearing in the target environment? If so, what would be the recommended approach to ensure that the delivered functionality from these PRPs is properly reflected after the Tax Update has already been applied? Thank you
