Applicants apply for job opening but HRS_RCMNT.HRS_JOB_OPENING_ID = 0

We have had a number of applicants apply for jobs and their HRS_RCMNT.HRS_JOB_OPENING_ID = 0.

We have the apply without a job opening functionality turned off and we have talked to these applicants who say they clicked on a job opening before they apply. Often, they also answer job opening specific screening questions so we know that at the time of application there was a job opening.
