I think you intended to post this as a question and not a document. Regardless, I actually just published a note for taxware that is comperable to the one you referenced on Vertex.
Note 806575.1 Using Taxware and Troubleshooting the Integration with R12 eBTax
The file you specifically mention was updated for vertex to support an change in the way that we import locations. Prior to the patch locations were loaded based upon taxing jurisdictions. This caused some city names to be incorrect. The patch resolved that issue. For Taxware we have not yet received a final code change from them on their comperable rate load thus the file and version referenced in the vertex note are only relevant to Vertex (for now).
