Hello, I'd like to redirect your question to the EBS Community discussion, as we will be hardly able to get them answered here.
This is as EBS12 is doing most of theier reporting with the BIPublisher tool and not with Oracle Reports.
Second EBS uses addons to classic reprots generation (for the reports still using Oracle Reprots) and do post-procesing outside of Oracle Reports that especially introduce such languange specific functionality (e.g. with PASTA, etc)

    Hi,

Please check this with below reference materials :

    First, some definitions for clarification:

    1. International numbers (numeric characters), which are usually used in most countries, are also called “ARABIC” numbers. These are 1 2 3 4 5 6 7 8 9 0.
    2. HINDI numbers are a set of numbers of a different shape that are used in some Arabic regions.
    3. ARABIC characters are like ش لا ؤ ي ث ب ل . This is the common writing in Arabic regions.
    4. ENGLISH characters are like a b c d e f g.

The usage of Arabic and English characters can be implemented in both Forms and Reports. Both shapes can be used in the same Form/Report. How to do this is described in the following documents:

<<Note 356221.1>>: A Practical Methodology on Porting Reports from Windows to Unix with Different Fonts
<<Note 229122.1>>: How to Use AFM Files to Prevent Misaligned Reports Output due to Font Mapping
<<Note.420997.1>>: How to Display 'Hindi Characters' in PDF Outputs?

The usage of the numbers is more difficult and it is hardly possible to use both shapes at the same time as their usage is controlled by the environment.

    A. Arabic/international numeric characters can be implemented as follows:

<<Note.402730.1>>: How To Display the International Numbers Format (123...) With Arabic Regional Settings?
<<Note.418832.1>>: Display Arabic Number in webforms instead of Hindi Numbers

    B. The common use for Hindi numerals for Oracle Reports basically needs the following environment settings:

    1. REPORTS_ARABIC_NUMERAL=HINDI <br/>2. REPORTS_BIDI_ALGORITHM=UNICODE

This is described in  <<Note: 260324.1>>: How To Display Arabic (Hindi) Characters In Oracle Report 9i (and above)

How to display Hindi numbers in Reports (pdf) output:
<<Note.176676.1>>: Displaying Hindi Numbers in Arabic Forms, Reports and Sqlplus on Windows 2000

    For the sake of completeness:

For Forms the following Notes are available:
<<Note.125124.1>>: How to Display Fonts That are not Supported by Java in Web Forms
<<Note.260717.1>>: How to display and enter Hindi characters in Oracle9i Forms using Java Plugin ?

    Jinitiator Note :
<<Note.260714.1>>: How to display Hindi fonts in Oracle9i Forms using Jinitiator ?
