From the example given it is observed that two operating units are relating to two business group. Using Generic security profile, these two operating units cannot be accessed.

There is an option to define Global Security Profile in which organizations (operating units) from different groups can be attached. Assign this global security profile to MO: Security Profile at the responsibility level.

Global Security profiles would be defined from HRMS responsibility->Security->Global Profile.
