     Hi,
    From oracle database point of view 2 password are important 

    1. The O/S user Oracle's password
    2. The SYSDBA password.

    Anyone have those 2 password can manage the entire database without any issue

    We are the same type of configuration and I would think for the Linux server side you need root as you mentioned as well as the database install and applications install accounts which could be the same or different accounts. From the database and applications you would need sys, system, and apps (minimum for the applications).  With these you should be able to reset any other passwords you many not have records of.
