Payment setup administrator - setup steps required

define format and template - payment process profile , Bank required setups to associate payment document (check /eft) with bank etc

You will also need an xml developer to create the appropriate data fields for your payment format.

the r12 payment process is a 3 step process

There are several good whitepapers in metalink on the process
