Installation of Oracle 9i on windows 2008 R2 platform

I know it's been awhile since you posted this, but I wanted to make sure you have had someone respond... You should post this as a question or discussion in the Database Install Community. If you need help doing that, please let me know.

Since there was no official reply:
Windows 2008 R2 and 9i are not certified together.
As per Note 740926.1 "Where can I find the Database / Client software to download for Microsoft Vista, or Windows 2008R1?"
