    Without more info, I'd have to suggest a new SR to the EnterpriseOne team.  We'd need to see server manager agent logs from the html instance and server manager console logs.

    When starting the html server you should have an e1root.log that gives some indication of the issue.  Consider looking at the agent logs in the SMC agent and on the JAS server as well.  The following is a very good document that shows you where to find E1 related logs.
