Thanks - there is a KM 1093717.1 which addresses performance issues for SmartView and uses the same settings under HKEY_LOCAL_MACHINES\SystemCurrentControlSet\Services\TCPIP\Parameters.  Please note all these tuning parameters require backups and testing before implementing in a production environment.
