The question was regarding the fact that an alert was not generated for the down agent even though the incident clearly shows it was down for 7 minutes.

Then please post this as a "discussion". You started a "document" which is normally intended to share white papers or other such documents with the community.

A "discussion" is for normal interactions between yourself and other community members, usually intended to solve some problem.
