It is not a bug.
If you want to yield pending lot in two different sub-inventories, do transact material twice for the Product(s).
Also, Allocated Qty (Pending Lot Qty) doesn't have significant value in the Batch Details form. Once Batch is Completed, Pending lot & qty would be cleared and no longer available for further transactions. Material Exception form also show up as '0' for products, where Actual Qty is equal to WIP Plan Qty.
To yield product(s) in Fill SubInv;
Batch Details >> Select Product >> Transact Material
Check 'Transact' box > enter FILL SubInv > enter Locator > Change (Actual) quantity > Transact
For FG SubInv, Again,
Select Product >> Transact Material
Check 'Transact' box > enter FG SubInv > enter Locator > Change (Actual) quantity / Remaining Qty > Transact
Now, you can see that pending lot qty decremented by these transactions.
It is because, you created only one sequence (100) in pending lot form. So that, the first line qty only decreased by transaction.
