Hi,
Log into Apps and Turn OFF "Custom Code" in the Help->Diagnostics menu.
After turning off the custom code, it was possible to launch new requests and check if it works.
The above will try to understand if the issue is because of custom.pll

I confirmed the screen shot, the issue is still there even the custom code has been turned to OFF.

As you told custom data group wad added already.(as per your note id)
The issue got resolved. Along with custom application, XML Publisher should be added.
emails are shooting to inside our organization but not shooting to outside(Customer emails) emails

Thanks for your posting, i am very glad to hear that the original issue in this post has been fixed after you performed the solution as per the document below.
And for your new issue which you mentioned , my understanding is the Delivery is sending mail to the users in your Org only, not sending to the users out of the Org, correct?
Have you test to send the mail by using the SMTP server?
