Readme confusion on patch 38510732

Has anyone else noticed from readme of patch 38510732 where it says this can be applied in normal mode as well in hotpatch mode ?

I would like this patch be applied in normal mode along with other CPU patches so can be taken care off in one adop cycle.

Can someone suggest if this is possible or patch 38510732 must be applied in hotpatch mode only ?
