SLA / expectated release date for when patches associated with new RUs

I wanted to ask if there is an SLA or an Oracle policy on when a bug fix patch is released after each quarterly RU is released. I see that sometimes the patch for the new RU will be released before the RU is released. If a patch is released after the RU release, what is latest possible date of when it is released?
