Cannot uncheck "Allow Tax Exceptions " and "Allow Tax Exemptions" in new Tax Code

Hello,

When I setup a new Tax Code, I manually checked the checkbox "Allow Tax Exceptions " and "Allow Tax Exemptions". I also already created the Tax Status with these two options checked as well. Now, I'd like to uncheck these two options in Tax Code and Tax Status, however, both are grey out.

Can you provide a solution to uncheck these two options?
