Workflow create PDF Merge

I am new to creating workflows and am not certain of the limitations. We have a number of legal documents that need to be created for entity records. Ultimately what I am hoping to achieve is on record creation a button that will generate and email a PDF merge of specified legal documents.

Is it possible for a workflow to generate a mail merge document? Or should I be looking in another direction for this?
