Add Customer Shipping Instructions-best practice??

Hi all, I've been tasked with adding shipping instructions to Netsuite.  They need to be customer centric, and linked to the shipping address (and possibly shipping method).  A tall order, I think. Before I embark on a long customisation I thought I'd ask if anyone has had to do this before?  Is there a best practice for shipping/special instructions which I've overlooked?
To give you an idea of the outcome, we'd like to choose a shipping address and the instruction field and ship method default from there.
