Script or method for determining whether customer is ordering product for 1st time

We are looking to find a way to add a notice (or checkmark or something) to a sales order when the customer is ordering a product for the first time.  In our case we need to supply MSDS information or IFUs.

It is a very manual process for us right now and I am hoping someone can point me in the right direction
