How to Add Create A Quote Button To QS Site

I want to add a create a quote button for customers who are logged in and not logged in on my site. So on the item page if the customer is not logged in when they click on the quote button they will be directed to create an account and then the item will be added to the quote. If the customer is logged in then they will just click add to quote button and the item will be added. After the customer has added all the items they want on the quote they will be given the option to
