Is a tiered promotion using Advanced Promotions bundle like this possible?

Applies to Customers making their second purchase
1 use per customer
Puts $10 credit on there account for every $60/spent on first order.
I think the answer is no but just wanted to check with the community to see if anyone has created something like this using core/bundled NS code and not custom developed.
