Bug? Approved Transfer Order but Specific Serial/Lot Number is still Available.

I work for a company that builds and sells very specific items which we track via Serial Numbers. We encounter a problem where we are able to continually create orders for the same serial number even if it is committed on an approved transfer order. The status of the serial number stays Available until someone edits the transfer order or even simply clicks edit and saves the record without making any changes. After the edit and save of the transfer order the serial number changes to a committed status which locks the serial number from being placed on another transfer
