How to configure a Workflow to Invoice Transform a Sales Order when the SO State Changes to Pending

Hi,

I was able to Invoice transform SOs with a workflow that triggered immediately after the SO is created however I have been unable to do so when the SO state changes to Pending Billing. The workflow keeps complaining that it cannot execute on BEFORELOAD triggers. Screens of the workflow setup I have are below.

Any help would be very appreciated, thanks!
