Documents tab shows up with Create permission

According to SuiteAnswers, doucments tab shows up only with full permission of Documents and Files: https://netsuite.custhelp.com/app/answers/detail/a_id/78114/kw/documents%20tab

I have the role AL - Vendedor with permission of "Documents and Files" - Create. When using that role, the Documents tab shows up.

With another role I have that permission set to Full and the Documents tab does not show up.

I have found inconsistencies with this issue amongst different permissions. What am I missing?
