I work at a Botanic Garden, we are having a festival in our Japanese Garden. Because of COVID we have to limit the number of people attending. We are selling a per hour quantity. Here comes the wrinkle...

The capacity per TIME (regardless of the Ticket-Type sold) is 400. My problem is that I have 35 items to sell, the combination of 5 items (the ticket-types) cannot exceed 400 per hour.
