Simple single state workflow repeating itself. Is this normal?

We have a 'super' simple Single state workflow that removes the close PO button from the PO forms for all users except 'the chosen few'. Looking at this workflow under System information in the Purchase Order it looks like it is repeating itself exponentially and I don't understand why.
